Pilipinas, ideklarang nasa state of calamity

Nagkakaisa ang mga mambabatas sa panawagan kay Pangulong Benigno S. Aquino III na ideklara ang buong Pilipinas sa ilalim ng state of calamity pagkatapos ng pananalasa ng super typhoon “Yolanda” na nagdulot ng matinding pinsala sa malaking bahagi ng bansa.



Nagpahayag ang House independent bloc, sa pamumuno ni Leyte Rep. Ferdinand Martin Romualdez at administration solons na maghahain sila ng resolution na isinasailalin ang Pilipinas sa state of calamity upang matiyak na maiaabot ang kinakailangang ayuda sa mga probinsiyang nasalanta ng bagyo, lalo ang Tacloban City.


“The needed assistance should be extended immediately to the areas affected by the monster typhoon especially in the hardest hit places. Let us pray for the Filipinos,” sabi ni Romualdez, na isa ang probinsiya mga sinalanta ni “Yolanda”.


Ipinaliwanag niya na ang pinsalang idinulot ng super typhoon ay sapat para magdeklara ng state of calamity, na sa ilalim ng Section 3 ng Republic Act (RA) No. 10121, kilala bilang “Philippine Disaster Risk Reduction and Management Act of 2010,” ay “condition involving mass casualty and / or major damages to property disruption of means of livelihoods, roads and normal way of life of people in the affected areas as a result of the occurrence of natural or human-induced hazard.”


“Provinces in the Visayas, some part of Southern Luzon and Northern Mindanao were at the same time hit by the said catastrophe. Whereas, most of these provinces were isolated with no means of communication that can reach the areas to monitor the extent of damages,” saad sa kanilang resolusyon.


Nakikiisa kay Romualdez sa pagtataguyod ng resolusyon ang mga kaalyado ng Pangulo na sina Deputy Speaker and Leyte Rep. Sergio Apostol, Leyte Rep. Lucy Gomez, Leyte Rep. Andres Salvacion, Jr., and Leyte Rep. Jose Carlos Cari.


Suportado rin ito nina dating pangulo at ngayo’y Pampanga Rep. Gloria Macapagal-Arroyo, Camarines Sur Rep. Diosdado “Dato” Arroyo, Buhay Hayaang Yumabong (Buhay) party-list Rep. Lito Atienza, Abakada party-list Rep. Jonathan dela Cruz, La Union Rep. Victor Ortega, Surigao del Sur Rep. Philip Pichay, Cavite Rep. Lani Mercado-Revilla, Quezon Rep. Aleta Suarez, Navotas Rep. Toby Tiangco, and Bohol Arthur Yap will co-author the resolution.


Sumang-ayon si Speaker Feliciano “Sonny” Belmonte Jr. sa panawagan ng kanyang mga kasamahan, aminadong dapat kaagad matugunan ang mga pangangailangan ng lalawigan ng Leyte at Tacloban City.


“We can ensure that there will be no politics here. We need to unite and extend assistance because people’s lives and their welfare are at stake here,” aniya.


Sinabi ni Belmonte na pagtitibayin nila ang resolusyon sa pagbabawas ng P10,000 sa suweldo ng mga mambabatas para ipagkaloob sa mga biktima ng bagyong “Yolanda”.


“We are also thinking of other ways to raise additional money for the victims,” aniya.
