LGU ROLE vs HUMAN TRAFFICKING

arlie-calalo41 THERE’S wisdom on a proposal of Valenzuela City Rep. Sherwin Gatchalian for the local government officials to be in the forefront in the campaign against human trafficking by establishing a special task force for the purpose. Rep. Gatchalian issued the call as he cites reports by the US State Department that placed once again the country in the Tier 2 category.


“LGUs, being the authorities closest to the victims, have a special role in fighting human trafficking. LGUs can invest part of their Gender and Development fund into training our law enforcers on intercepting trafficking activities as a capability-building measure,” Rep. Gatchalian says.


Since 2011, the Philippines has remained in the tier for failing to fully “comply with the minimum standards for the elimination of trafficking” but was “making significant efforts to do so,” the Trafficking in Persons Report 2014 shows.


Gatchalian reiterated his call for the LGUs by maximizing their resources to step up the campaign, he couldn’t hide his dismay over the country’s lack of improvement in fighting the menace. “We must step up the number of convictions and train more police officers in preventing traffickers from operating in the country,” he said.

No less than Navotas City Mayor John Rey Tiangco is all praises for a former city jail inmate jail who used his skills he obtained from a handicraft training provided by the local government to create a spectacular miniature display of its infrastructure projects.


Even city officials and employees were stunned by the creation made by Junifer Hernani, 36, which has been now on display at the City Hall Complex that highlighted the celebration of Navotas’ 7th Cityhood Anniversary last week. “Pinatutunayan lamang na kahit siya (Hernani) ay isang dating bilanggo, bukas naman ang kanyang isipan sa pagbabago at ituon ang oras sa kapaki-pakinabang na gawain,” the mayor says.


The amazing miniature display was skillfully made by Hernanie through old yellow pages of the telephone directory, according to Ms. Jayne Banayad, the city’s public information officer.

Hernani has developed his talent after he underwent the free handicraft training being provided by the ‘Navotas’ Hanapbuhay Center two years ago.


Ms. Banayad says it was part of the livelihood program being carried out by the Tiangco administration primarily aimed to give the residents especially the poor sector the opportunities to get employed or start up small-scale businesses.
