PNoy, kinasuhan ng plunder sa ‘pork’ scam

Sinampahan kahapon ng kasong pandarambong sa Office of the Ombudsman si Pangulong Benigno Aquino III, kasama sina Department of Budget and Management (DBM) Secretary Florencion Abad at Department of Agriculture (DA) Secretary Proceso Alcala kaugnay ng paglustay ng P10 bilyong pork barrel fund scam.



Ang reklamo ay inihain ni Kilusang Magbubukid ng Pilipinas (KMP) Secretary General Antonio Flores kung saan kabilang sa inireklamo sina Alcala, DA Undersecretary Antonio Fleta, head executive assistant ni Alcala na si Arnulfo Mañalac, DA Assistant Secretary Salvador Salacup, DBM Undersecretary Mario Relampagos, ang tinaguriang ‘pork’ scam queen na si Janet Lim Napoles, at ang kanyang kapatid na si John Lim, whistleblower na si Merlina Suñas, at iba pa.


“The Ombudsman has the power to investigate even a sitting President and the Filipino people have every right to know his participation in the pork barrel scam. Aquino cannot hide under the mantle of presidential immunity,” ani Flores.


Idinahilan din nito kung bakit isinama sa reklamo si Pangulong Aquino alinsunod na rin sa Doctrine of Qualified Political Agency. “The acts committed by the Cabinet are deemed acts of the President,” reklamo nito.


“Moreover, since there was no reprobation or disapproval coming from President Aquino regarding their actions, it can be easily inferred that the President acquiesced to such acts. And under the Constitution, this Office has the power to investigate or conduct an independent investigation even of a sitting President to determine his complicity on the offenses charged for purpose later on of filing an impeachment case against him,” pagdidiin ng grupo.


Aniya, tadtad ng anomalya ang DA matapos masangkot ang mga opisyal nito sa Priority Development Assistance Fund (PDAF), na mas kilala bilang “pork barrel” fund.


“His complicity to the commission of these offenses is also established by his appointment to various sensitive positions in the Department of Agriculture of the operators of the scam, which made possible the commission of the offenses undetected. He also acquiescence and approved various Memorandum of Agreements (MOA) to several local government units and allowed the proliferation of non-government organization (NGOs) through which public funds are squandered,” pahabol pa ng grupo.
