Malampaya Fund gamitin sa kuryente, AFP modernization -Recto

Hiniling ni Senate President Pro Tempore Ralph Recto na gamitin na lamang ang pondo sa Malampaya Fund para sa pagbaba ng singil sa kuryente at sa modernisasyon ng Armed Forces of the Philippines (AFP).

Ayon kay Recto, dapat din na maging transparent o bukas ang paggamit ng pondo at gawing line item budgeting ito sa General Appropriations Act (GAA).



“The utilization of the Malampaya Fund is currently not under scrutiny in the budget process. This is why I proposed to make use of the fund for two purposes and incorporate them in the GAA,” ayon kay Recto.

Sa kanyang Senate Bill No 465, sinabi ni Recto na dapat ipambayad ang Malampaya Fund sa utang ng National Power Corporation (NPC) sa halip na ipasa nito ang pagbayad sa mga consumer.

May utang kasi ang NPC sa Stranded Contract Costs (SCC) and Stranded Debts portion of the Universal Charge (UC).

Sa ilalim ng Electric Power Industry Reform Act (EPIRA), ilalagay ang UC sa mga electricity end users para mapunan ang pagkakautang ng NPC.

“Instead of using Malampaya Fund to finance non-energy related programs and projects of national government agencies, the said Fund would now directly benefit power consumers,” paliwanag ni Recto.

Aniya, napapanahon ang paglaan ng pondo para mabawasan naman ang gastusin ng mga power consumers lalo na’t batay sa desisyon ng Energy Regulatory Commission (ERC) ang UC ay magagamit sa pagbawi ng utang ng NPC na itinalaga ang presyong na epektibo noong Marso.

Sa kanyang Senate Bill No. 466 naman, sinabidin ni Recto, na dapat ilaan din ang pondo sa modernisasyon ng AFP at ng sa ganoon mapalakas an gating puwersa.

“This bill seeks to include the Malampaya Natural Gas to Power Project as one of the fund sources for the AFP Modernization Act Trust Fund. Under this proposed law, thirty percent (30%) of the annual net government share from the Malampaya proceeds will be earmarked for the implementation of the revised AFP modernization program,” dagdag pa n Recto.
