ANG National Water Resouces Board (NWRB) ay isang ahensya ng pamahalaan na namamahala sa lahat ng katubigan sa buong bansa at nagmomonitor sa paggamit ng tubig.
Ayon kina Dr. Sevillo D. David, Jr. ang Executive Director at Deputy Executive Director Jorge Estioko, ang karamihan ay mga iligal o walang water permit. “These deepwells are used by commercial, industrial establishments and Subdivisions” pahayag naman mula kay Gino Mangosing ng Monitoring and Enforcement Division.

Kung ikokonsidira ang kanilang limitado personnel na nagsisiyasat, pagsubaybay sa mga gumagamit ng deepwell na walang permit. Patuloy pa rin ang pag-monitor at pag-inspection ng Monitoring Enforcement Division sa mga illegal deepwell o walang water permits sa mga probinsya at sa Metro Manila.
