TINIYAK ng Malakanyang sa Moro Islamic Liberation Front (MILF) na maipapasa ng gobyerno at mapapasakamay na ng Kongreso ang Bangsamoro Basic Law (BBL) sa buwan ng Disyembre ng taong kasalukuyan.
Ayon kay Presidential spokesman Edwin Lacierda, iyon ang dahilan kung bakit patuloy ang ginagawang paghimay ng Bangsamoro Transition Authority (BTA) sa draft nito para mapagtagumpayan ang target ng Pangulong Aquino na maipasa ito at maging ganap na batas sa lalong madaling panahon.
“Well, kung mapapasa, kung masusumite ‘yon talagang magiging—nasabi na rin ni Pangulong (Benigno) Aquino (III) —that will be a priority measure dahil nga kailangang mapasa ito, hopefully, before the end of December of this year so that the Bangsamoro Transition Authority will be in place in order for them, for the Bangsamoro Juridical Entity to participate in the synchronized national elections in 2016. So the commitment is there, the timeframe, we hope we can… We believe that we can continue with the timeframe that we have envisioned so that all the necessary building blocks for an effective and a truly representative bill and law will be passed by Congress,” ani Sec. Lacierda.
Binigyang-diin pa rin ng opisyal na hindi sisirain ni Pangulong Aquino ang kanyang pangako sa MILF na isusulong nito ang BBL.
Sa katunayan ay tatalakaying muli ng government at MILF panels ang final draft na isusumite sa Kongreso.
“So we are still committed insofar as coming up with, as the President says, a just and fair Bangsamoro Basic Bill for Congress to look into and discuss,” anito.
Nauna rito, inamin ng Chief Executive na hindi pa naisasa-pinal ang draft bill ng BBL.
Kumpiyansa ang Malakanyang na kikilos ang MILF para sabihan ang kanilang mga tauhan sa ground hinggil sa posisyon ng pamahalaan sa BBL.
“You saw, for instance, the commitment of our President during the signing of the Bangsamoro—Comprehensive Agreement on the Bangsamoro (CAB). That commitment has not wavered. We want… All we want to be sure of is that the bill that will be submitted to Congress will be acceptable to all—both from government and also the Bangsamoro people,” aniya pa rin.
Samantala, binsura ng Malakanyang ang suhestyon ng ilang sektor na mas mapapadali ang pagsasapinal ng draft ng BBL kung ika-copy-paste na lamang ng pamahalaan at MILF ang FAB (Framework Agreement on the Bangsamoro).
“The Bangsamoro Transition Commission (BTC) drafted a bill based on the Comprehensive Agreement on the Bangsamoro. We don’t have the exact provisions that were provided. But those provisions, whether they were additional provisions that were added or suggested by the Bangsamoro Transition Commission, those were… The draft Bangsamoro Basic Bill that was drafted—crafted by the Bangsamoro Transition Commission was the one that was reviewed by the Office of the President. So that is now being in discussion and, in fact, both parties are going to meet again to ensure that the provisions of the Bangsamoro Basic Law—the draft, at least—will pass congressional muster,” litanya nito.
Samantala, kasalukuyang nasa proseso ang pagsasapinal ng BBL kung saan pinag-uusapan na ng government at MILF panel ang pagsasapinal ng probisyon, talakayan ng Bangsamoro Transition Commission at pagrerebisa ng Office of the President.
