ANO NGA BA ANG CHAIN OF COMMAND?

ANG kasalukuyang pinagtatalunan ng marami ay ang salitang chain of command.


Giit ni Secretary Leila de Lima, ang chain of command ay para sa militar lamang at hindi sa isang civilian organization.


Ito rin ang pahayag ng Malakanyang kaya wala raw pananagutan si Pangulong Noynoy.


Ang chain of command ay para lamang sa military at hindi sa Philippine National Police (PNP).


Nagsaliksik ako sa mga iba’t ibang English dictionary at nagkaroon ako ng conclusion na ang term na chain of command ay isang generic term na angkop hindi lamang sa military kundi sa civilian authority rin.


Sabi ng isang dictionary: “The definition of a chain of command is an official hierarchy of authority that dictates who is in-charge of whom and of whom permission must be asked.”


For example, sabi ng dictionary, “Chain of command is when an employee reports to a manager who reports to a senior manager who reports to the vice president who reports to the chief executive officer (CEO).


“The CEO makes final decisions binding on everyone, followed by the vice president and so on down the line.”


Lahat nga ng mga organization ay may sariling flow chart na maliwanag kung sino ang boss at kanino siya mag-uutos.


Ito’y upang maiwasan ang pagkalito kung kaninong utos ang dapat masunod.


May sariling chain of command ang PNP kahit na ito’y civilian in character.


May sarili ring chain of command ang Department of Interior and Local Governments (DILG) at ang police commission.


Ang Pangulo ang una sa chain of command, bilang chief executive at bilang commander-in-chief ng lahat ng armed forces.
