ERC, Meralco execs, nagpaliwanag sa power rate hike

Iginiit kahapon ni Sen. Ralph Recto na dapat suspindehin ang pagpapatupad ng P4.15 per kilowatt hour (kWh) ng Manila Electric Company (Meralco) habang hinihintay ang resulta ng imbestigasyon sa umano’y sabwatan ng mga stakeholder sa pinakamalaking pagtaas ng singil sa kuryente sa kasaysayan.



“If it turns out that there is collusion, and the consumers have already shouldered the hike, what happens then?” tanong ni Recto sa iba’t ibang ahensiya na may kaugnayan sa industriya ng elektrisidad sa pagdinig sa power rate hike ng Senate Committee on Energy.

Kabilang sa mga dumalo ay opisyal ng Department of Energy (DoE), Energy Regulatory Commission (ERC), Philippine Electricity Market Corporation (PEMC) at Meralco. “Is it not only fair to suspend the rate increase while the study is ongoing? Because there are a lot of allegations of collusion,” giit ng mambabatas mula Batangas. Dumalo rin sa pagdinig si ERC Chairperson Zenaida Cruz- Ducut, na hindi nakadalo sa mga nakaraang pagdinig ng Energy Committee ng Kamara. “I will ask time, your honor, to study whether the one you are suggesting is feasible,” sagot ni Ducut, na isang dating mambabatas mula Pampanga. Ang ERC ang nag-apruba ng 60 porsiyentong power rate hike ng Meralco noong Disyembre 9, na umano’y isinagawa ng walang kaukulang konsultasyon sa publiko.

Sinabi ni DoE Undersecretary Raul Aguilos na nagbuo si Energy Secretary Carlos Jericho Petilla ng isang tripartite commission na kinabibilangan ng DoE, ERC at PEMC upang siyasatin ang umano’y kutsabahan ng ilang opisyal ng pamahalaan, power generator at distributor.

Inihayag naman ni Meralco President Oscar Reyes na makikita na sa consumer bill ang pagtaas sa singil ng kuryente, na ipatutupad ng tatlong bagsak mula Disyembre 2013 hanggang Marso 2014.

“First of all, it has been billed. But if we are to reason that we want fi nish the investigation first for the possibility or a refund (if there is collusion), then that means we (Meralco) should not have paid WESM yet,” ayon kay Reyes.
