DND, nanindigan sa kanilang desisyon

Hindi natinag ang Department of National Defense sa kanilang naging huling desisyon na idiskuwalipika ang Kolon Global Corp., isang Korean company, na nagsumite umano ng produkto na natagpuang mahinang klase at substandard matapos ang koneksiyon sa bidding para sa supply ng 44,080 pieces ng armor vests.



Sinabi ni DND-Bids and Awards Committee chairman ASEC Efren Q. Fernandez na ang BAC decision ay ekstriktong sumusunod sa implementasyon ng RA 9184 (Phil. Govt. Electronic Procurement Services Act) base sa findings ng Assessment/Post-Qualification body na pinamumunuan ni General Essel Soriano (ret.), ang pinakamataas na technical working group na nagrereprisinta sa Philippine Army at Marines.


Isinagawa ng DND ang announcement upang itama ang naunang maling ulat ng Kolon na inaalok ang kanilang armor vest, na ang metal plate, nang sukatin, ay nakitang isang ‘technically non-compliant’, na kinakailangan sundin sa bid document, kung saan ay idineklara itong substandard at inferior sa quality.


Ang bidding para sa supply ng 44,080-pieces ng armored vests, gagamitin ng army at marines na nagkakahalaga ng P1.76B, ay nagsimula noong nakaraang taon at binuksan ang bids nitong nakaraang Abril na mayroong apat na kumpanya na lumalabas na pinakamababang qualified bidders. Kinabibilangan ito ng Kolon ng Korea, Merkata ng Serbia, JV Achidatex Nazareth Elite ng Israel at MKU Private Ltd. ng India.


“As in other departments of the government, the mere fact that one submitted the lowest bid does not automatically entitle the bidder to be awarded the project if its product fails in the post-qualification, assessment and analysis which is the most crucial stage of the bidding process,“ pahayag ni Fernandez.


“The work of the DND-BAC and its process was very transparent from Day-1 in line with the order of Defense Secretary Voltaire Gazmin. We cannot compromise the safety and lives of our soldiers who are engaged in armed conflict and battle,” dagdag nito.


“Although financial consideration is also important, we must understand the very purpose of the product we are buying is for the protection of the vital body part of our soldiers. A soldier killed because of an inferior or substandard vest cannot be equated to the money saved from a flawed bidding,” saad pa nito.


“Ang trabaho ng DND-BAC ay transparent at bukas para sa lahat mula sa unang araw at alinsunod sa utos ni Defense Secretary Voltaire Gazmin. Hindi namin kailanman maaatim na ikompromiso ang kaligtasan at buhay ng mga kawal na sumusuong sa armadong hidwaan at digmaan, dahil lamang sa maanomalyang bidding procurement,” dagdag ni Fernandez.
