SALVAGING THE CITY JAIL

THE Caloocan City government has vowed to salvage from its deteriorating condition the city jail which has been 923% congested with inmates, that’s according to the visibly-stunned Mayor Oscar “Oca” Malapitan himself.


Just the same, Mayor Oca made the assurance after he’s briefed by the city’s Bureau of Jail Management and Penology chief, lawyer Paulino Moreno, Jr., who reported during the Peace and Order Council (POC)’s conference about the problem of congestion of inmates at the city jail.


“We cannot imagine how these over a thousand inmates can move with comfort given their dismaying condition as they are jampacked in a facility designed only for a hundreds of them,” Mayor Oca says.


This writer was furnished with a copy which shows that there are currently 1,227 detainees at the correctional facility which should only be accommodating 257 inmates at any given time, whoa!


This is based on an ideal number of square meters as moving space per inmate, the local BJMP chief was telling the POC during its recent meeting which was attended by key local officials as well as various stakeholders.


Based on this computation, the city jail turns out to be congested by 923%, whew!


Upon hearing this, Mayor Oca promptly ordered the City Planning Department and the City Engineers’ Office to look for a city-owned vacant lot for the future Caloocan City Jail site.


The Caloocan chief executive likewise instructed Atty. Moreno to coordinate with the Department of Interior and Local Government and the Department of Justice for the budgetary allocation of the proposed new city jail project.


As this developed, city’s Labor and Industrial Relations Office (LIRO) Officer-In-Charge Arnold Ocenar reported to the POC that his office has initiated a series of projects and programs for the city jail inmates.


OIC Ocenar says these include high school and vocational education in coordination with the Department of Education; massage therapy training; and basic welding training and workshop, among others.


LIRO has also coordinated with the concerned government agencies in a bid to equip the detainees with livelihood skills for their future re-integration to society, Chief Ocenar says.


Well, the Malapitan administration just makes sure that the best interest of everyone is primordial even if they’re not city residents they’re humans who must be treated equally and with respect.
