“Savings” sa 2015 budget hindi na dapat baguhin – Castelo

UMAPELA ang ilang kongresistang kaalyado ng administrasyong Aquino na huwag ng baguhin ang kahulugan ng “savings” sa 2015 General Appropriations Bill dahil ito’y posibleng makwestyon muli sa Korte Suprema.

Babala pa ni Quezon City Rep. Winston “Winnie” Castelo, kailangang sundin na lamang ng Kongresista ang naging desisyon ng korte na iligal ang pagdedeklara ng “savings” sa kalagitnaan ng taon.

Ginawa ni Castelo ang babala sa gitna ng paglalatag ng Kongreso ng isang joint resolution na naglilinaw sa depinisyon ng “savings” sa 2015 proposed national budget batay na rin sa direktiba ni Pangulong Aquino sa kaniyang SONA.

“Congress does not have to redefine savings. Savings constitutes the unspent appropriation at the end of the year. The President can’t declare savings in the middle of the year. Savings at the end of any fiscal year can only be spent through an appropriation measure duly approved by Congress,” ani Castelo.

Ayon pa kay Castelo, ganito umano inilatag ni Department of Budget and Management (DBM) Secretary Butch Abad na nagtungo sa Kamara noong nakaraang taon upang hingin ang pahintulot na magamit ang pondo mula sa 2013 appropriations para sa rehabilitasyon ng mga lalawigan na nilindol at biktima ng bagyong Yolanda.

“We can’t cut short. The proposed resolution or inclusion of a provision redefining savings in the 2015 proposed national budget violates the spirit of SC decision. There’s no need to redefine it. Any sitting president could avail of this course of action because he controls Congress. Why redefine savings and court another adverse decision from the Supreme Court,” dagdag pa niya.
