TRUCK BAN IN CALOOCAN, NAVOTAS

arlie-calalo41 IT’S just timely and proper a move of the Sangguniang Panlunsod of Caloocan to call for a public hearing prior to its planned amendments on its own truck ban as Mayor Oca Malapitan himself doesn’t want its roads to be transformed into a huge parking area for truck drivers waiting for the lifting of the ban in nearby Manila.


According to former barangay chairman-turned-Councilor Onet Henson, it’s imperative that a public dialog is conducted in order to effectively hear the sides of the stakeholders, a wise move, really.


The measure’s main proponent, she reveals that the council led by its presiding officer Vice Mayor Maca Asistio III is in the process of amending the existing truck ban which had actually passed the first reading.


“There is already an existing truck ban in the city and we’re just amending it to regulate the traffic which would inadvertently be affected by the truck ban in Manila,” says Henson, the daughter of former congresswoman Aurora “Nene” Henson and niece of ex-mayor Macario “Boy” Asistio and ex-Rep. Baby Asistio.


Under the plan, cargo trucks passing along EDSA from Monumento to Quezon City, the stretch of Samson Road from Sangandaan to Monumento, Mabini to C-3 Road, Rizal Avenue Extension from the Bonifacio Monument Circle to the boundary of Manila, and the stretch of Dagat-Dagatan Avenue, will be affected.


She adds: “The law is being passed to respond to pressing needs to alleviate traffic congestion in the major thoroughfares of Caloocan City following the truck ban of Manila.”


Both Mayor Oca and Vice Mayor Asistio have expressed full support for the immediate amendments of the existing truck ban in the city.


“There’s really a need to amend the law in order to prevent Caloocan’s roads and streets from being used as parking space by truck drivers who’re waiting for the lifting of the truck ban in Manila,” Mayor Oca declares.


Meantime, personnel of the city’s department of public safety and traffic management as well as the police will be deployed along the major thoroughfares and even secondary roads in order discourage truck drivers from parking along the highways.


“It will take at least 10 days, at the very least, before we could come up with a law implementing our own truck ban because there are process to be followed, including public consultation. But we are determined to implement it,” the Caloocan chief executive says.


In nearby Navotas, Mayor John Rey Tiangco says that the truck ban in Manila had practically eased the traffic situation in the coastal city.


“It is good on our part but we would like to strictly enforce the law against truck drivers who are illegally parking their trucks within our city while waiting for the lifting of the ban in Manila,” Tiangco similarly vows.


It was learned that the repercussion of the truck ban in Manila is expected to affect the Caloocan-Malabon-Navotas-Valenzuela (CAMANAVA) area.
