INSPIRED by the generals and colonels whose appointments the Commission on Appointments has been confirming year in and year out, Senator Loren Legarda expressed her desire to finally become a full colonel of the Armed Forces of the Philippines (AFP), even if it means going to school again, this time at the Command and General Staff College (CGSC) in Camp Aguinaldo.
In almost all the instances that I have had the occasion to attend the hearings and plenary sessions of the Commission on Appointments, I heard the senator voice out to the military officers present how many of her contemporaries, and even those who came after, have overtaken her.
She lamented that she has remained a lieutenant colonel (reserve) in the Philippine Air Force ever since graduating from the National Defense College of the Philippines (NDCP) 21 years ago. Senator Legarda obtained her master’s degree in National Security Administration in 1993, graduating with a a gold medal for academic excellence and an award for best thesis.
Congressman Rudy Farinas, Majority Leader of the CA, expressed the same sentiment about not having progressed from lieutenant colonel for more than twenty years.
On Wednesday, after the confirmation by the CA of 47 generals and 2 colonels, Senator Legarda again articulated to the military officials her desire to become a full colonel and, possibly, a general in due time.
Immediately, the commandant of the CGSC, Maj. Gen Emeraldo Magnaye, who was among the newly-confirmed, discussed with the senator how and when she could go back to school for the General Staff Course (GSC).
Tentatively, she will join the next GSC class (Class 60) early next year.
A civilian who graduates from the NDCP automatically becomes a reserve lieutenant colonel in the AFP.
To become at least a full colonel, one has to graduate from the General Staff Course of the CGSC.
