SC decision sa PDAF, ikokonsidera sa 2014 budget

Tiniyak ni Senate President Franklin Drilon na guwardiyado at hindi maaabuso ang panukalang 2014 national budget, alinsunod sa pagdedeklara ng Korte Suprema ngayong linggo na ilegal ang Priority Development Assistance Fund (PDAF).


“I will see to it that all provisions in the 2014 national budget that are inconsistent with the Supreme Court decision are stricken down,” sabi ni Drilon.



Nasa plenaryo na ang panukalang P2.268-trilyon national budget at inaasahang maaprubahan ngayong taon.


Sinabi ni Drilon na bawat pagbabago sa budget ay may konsultasyon sa lahat ng sektor na may kinalaman, gaya ng pagkonsulta sa Department of Education (DepEd) sa pagtatayo ng mga eskuwelahan.


“The constitution empowers the Congress to craft and approve and appropriate public funds, but the matter of execution of the budget is within the power of the executive, the identification and recommendation of projects and programs must be

performed by legislators during the budget enactment period,” paliwanag ni Drilon. “After the budget is passed, the congressmen and senators’ participation should be limited to their oversight functions.” – Leonel Abasola
