Pilipinas, posibleng suspendihin ng IOC

Hindi malayong masuspinde ang Pilipinas sa lahat ng aktibidad at internasyunal na torneo, katulad sa nangyari sa Ghana at India, kung makikialam ang ahensiya ng gobyerno na nakatuon sa sports sa gawain ng pribadong national sports associations (NSA’s) at Philippine Olympic Committee (POC).



Ito ang ipinaliwanag ni Philippine Sports Commission (PSC) Chairman Ricardo Garcia sa kanyang ipinadalang sagot kay Senador Francis Escudero, chairman ng Senate Committee on Finance, sa pamamagitan naman ni Senador Teofisto Guingona III na sponsor ng PSC sa Sub-committee on Finance.


“The PSC would like to submit our position on the interpellation made by Honorable Senator Pia S. Cayetano during the plenary budget hearing regarding the issue on swimming and dragonboat, the reason for the deferment of the Agency’s budget or might be slashed to zero,” ayon sa sulat ni Garcia.


“While we support her stand on this matter, the agency is in tight hands in making interference on this issue, since we don’t want to be suspended or be threatened with suspension by the Internaitonal Olympic Committee (IOC) and International Federations of NSA, such as swimming and dragonboat which are under Philippine Swimming Inc., recognized by Federation Internationale de Notation (FINA) and Philippine Canoe Kayak Federation, recognized by International Canoe Kayak Federation (PCKF), respectively. They are both recognized by the IOC and the Philippine Olympic Committee,” paliwanag ni Garcia sa ipinadalang sulat.


Ipinaliwanag ni Garica na walang karapatan ang PSC na makialam sa gawain, desisyon at responsibilidad ng NSA’s kung saan tanging gawain ng ahensiya ay ang bantayan ang pondong ibinabahagi nito sa mga asosasyon at para sa sports promotions at development program ng bansa.


“In as much as we would like to iinterfere on this issue, the said supervisory and visitorial powers refers only to the sports promotion and development programs with respect to financial assistance but not on selection of national athletes particularly in the participation to the international competition such as SEA Games,” sinabi ni Garcia.


Una nang binantaan ni Senador Cayetano na kakasuhan ang mga opisyal at hindi nito bibigyan ang PSC ng hinihingi nitong kabuuang P182.3 milyong budget sa susunod na taon kung hindi nito mareresolba ang isyu sa Philippine Swimming Inc. (PSI) at Philippine Canoe-Kayak Federation (PCKF).


Ikinagalit ni Cayetano ang hindi pagsasama ng PSC sa multi award-winning swimmer na si Denhylle Cordero at maging ang miyembro ng world champion dragonboat team sa pambansang delegasyon na lalahok naman sa 27th Southeast Asian Games sa Myanmar simula Disyembre 11 hanggang 22.


Sinabi ni Garcia na nararamdaman niya ang gusto ni Cayetano para sa mga atleta subalit ayaw niya itong maging sanhi ng pagkakasuspinde ng bansa sa IOC dahil ang NSAs ay pribadong organisasyon at nakahiwalay sa gobyerno.


“Hindi naman natin puwedeng pakialaman ang affairs ng NSAs. Ayaw natin masabi na pakialamero tayo at may government intervention na nangyayari,” giit pa ni Garcia, kung saan inihalintulad nito ang nangyari sa India at Ghana.


Matatandaan na sinuspinde ng IOC ang India matapos ipagpilitan ng gobyerno nito na iupo si Lalit Bhanot bilang pinuno ng Olympic body nito kahit na nasasangkot sa kaso ng korupsiyon.


Idinagdag ni Garcia na kanilang kinausap ang POC at NSA kung saan kinumbinsi nila mismo si PSI President Mark Joseph upang idagdag si Cordero, miyembro naman ng kumakalabang grupo na Philippine Swimming League, sa national swimming team.


“Cordero is not a member of PSI and Fina [International Swimming Federation] rules say that if you’re not a member of the NSA you cannot compete. We even suggested to make Cordero a member, but [Joseph] refused. He has issues with Susan Papa’s group and its hurting Philippine sports,” dagdag ni Garcia.


Pinaboran naman ng POC arbitration committee ang liderato ng PCKF sa ilalim ni Jonne Go na inireklamo mismo ng mga miyembro ng dragonboat team. Una nang binuwag ang koponan dahil sa kaguluhan at inalis ang katayuan ng mga miyembro bilang national athlete.


“The NSAs have the full control of selecting their athletes. The PSC only supervises and monitors the money that we give to the athletes ay nagagamit ng tama,” paliwanag pa ni Garcia. – Angie Oredo
