“Secretary Roxas had replied that the curfew itself was de facto, kasi walang city council resolution because the local government cannot get a forum together,” sabi ni Valte.

“It was in response to a question to whether there was a need to override the bureaucracy. I think Secretary Roxas is also aware of the writeup and will be making the necessary representations,” ani Valte.

“No, martial law has not been declared,” pahayag ni Valte. “We have been beefing up police and military presence there in response to the concerns of the citizens who are there about security.”
